Graduated in Law from the Faculty of Law of the University of Lisbon, in the area of ​​Legal and Political Sciences, he has been practicing law since 2002 and has two Magna Cum Laude PhDs in Sports Management and Sociology.

Between 2006 and 2009, he was a founder and administrator of the Law Firm Umberto Pacheco, A. Faria, J. Vaz, P. Cerqueira & Associados, Law Firm, RL, and, since 2010, partner and administrator of EJM.

He was a Municipal Deputy at the Cascais Municipal Assembly from 1994 to 1998 and from 2002 to 2010, Spokesperson and Member of the Estoril Parish Assembly from 1998 to 2002, when he accumulated functions as legal advisor to the Vice-President of the Municipality of Cascais. He was a Municipal Councilor at the Municipality of Cascais in the 2009/2013 municipal term, responsible for the areas of Legal Affairs, Internal Audit, Covenant of Mayors and International Relations. In these last functions he was the proponent of five new twinning agreements, signed with the cities of Bolama in Guinea-Bissau, Ungheni in Moldova, Campinas in Brazil, Sausalito in the United States of America, and Karsiyaka in Turkey, standing out for the promotion of local economic diplomacy.

Between 2013 and February 2015, he served as executive board member of the municipal company Cascais Dinâmica, Management of Economy, Tourism and Entrepreneurship, EM, SA.

He was director of the university newspaper Lex Press of the Academic Association of the Faculty of Law of Lisbon between 1992 and 1994, and organized humanitarian and cultural projects by the Faculty of Law of the University of Lisbon in São Tomé and Príncipe in 1994, in Guinea-Bissau in 1995, and Mozambique, between 1996 and 1998, in the southern, central and northern regions.

Between 2006 and 2010 he was a member of the Cascais Children and Youth Protection Commission, he has been a member of the Board of the Cascais Voluntary Firefighters Humanitarian Association since 2010, and an honorary member of the Pro-Bolama Association of the Republic of Guinea-Bissau since 2013.

He has been President of Estoril Praia since 2014, having created 18 new sports and launched several unprecedented social responsibility initiatives, being the leader with the most titles in the club’s history. He was an administrator at Estoril Praia Futebol SAD between 2011 and 2021.

In 2012 he was awarded the 1st Degree Diploma from the Government of the Republic of Moldova. The following year he received the Ulysses Grant International Award from the City of Bolama and the Order of Honor of the Republic of Moldova, the country’s highest civilian distinction. In 2016 he received the Estoril Praia Merit Award and in 2017 he was awarded the Medal of Honor from the Parish of Alcabideche.

Lecturer in Portugal and abroad, he is the author of the novels Filhos de África and Aldeia Mágica, the essays Em Busca do Autarca Perdido, Tratado Internacional de Cascais and Liderar no Desporto – Uma História no Estoril Praia, and the poetry books Entre Hemisférios and Oficina de Espantos.
